Update manylinux version for linux build workflow #10

I previously incorrectly changed the macos workflow

Note: There are issues upstream like https://github.com/PyO3/maturin-action/issues/249 and https://github.com/pypa/manylinux/issues/1623 which I have added a workaround for now.
