Tool-tip does not update page titles that change

What steps will reproduce the problem?
1. Minimize a window that has a title that will change. (music.google.com is my 
example)
2. Wait for the title to change.
3. Hover over the chrome tray icon and it still shows the title from when the 
window was originally minimized.

What is the expected output? What do you see instead?
It should show the current page title.  There are many websites that update 
their title as a method of notifying the user of changes.

What version of the product are you using? On what operating system?
Version: 1.3.2.61 on Windows Vista
