Add more data cuts #11

Nicolas would like cuts on min/max rperp and rparallel.

Added cmd-line options --rperp-min (0), --rperp-max (200), --rpar-min (-200), --rpar-max(200), where values in (parentheses) are the defaults in Mpc/h. These cuts can be freely mixed with the existing cuts on r and mu.
