updated parameter selection #1

Hi there!

I have made some additions to the code. Here are the main ones

I have created object survey and moved stuff related from forecast.py to survey.py
I have moved constants from cosmo.CAMB.Cosmology to constants.py
I have modified code so that forecast variables can be chosen at runtime (thus not having to reload the modules each time)
