[bump minor] add tags for major/minor versions #1026

This adds auto-tagging major and minor versions

On a side note, it is not 100% clear to me what to do in order to activate the action. If I understood it properly, do we need to add the [bump minor] text in the PR? Or is this done automatically too?

I think with the merge queue it's fine to just add it to the title of the PR we want to create the version bump. Without the merge queue anywhere inside the merges commit msg is sufficient.
