changes to picca_cf1d #1036

Currently this PR only contains a fix allowing to run picca_cf1d on a single process for easier debugging. Can add a fix to issue #1031 in here as well.

ok, tests are now passing, also did a couple manual tests with all spectra being way inside [λmin,λmax], or spectra going beyond those limits. Both cases run fine now.
