Summary

This issue requests to present new auction type called DescendingPriceAuction and outline tasks that are involved to have it in the module.

Tasks

Tasks can be broken down into a number of issues.

Add technical specification
Add proto messages
Implement msgServer for DescendingPriceAuction
Implement gRPC and its test cases
Implement command line interface
Implement begin blocker logic
Implement genesis import and export
Implement simulation
Add test cases
Update related docs (cli, api, spec, and etc)
Add demo docs
