Email not sent to owner after job application #527

What steps will reproduce the problem?
1.Configure owner's email address to job category
2. Submit job application
3.

What is the expected output? What do you see instead?
Email should be sent to owner informing of the job application. 

What version of Job Manager are you using?
Version 0.7.20

What version of WordPress are you using?
3.5.1

email is working for the rest of wordpress such as new member registration
