Rank & RR Not Displaying #10

There are a few scenarios where the Rank and RR does not Display and it's just a blank space, add something for that.

These are the possible scenarios where the Rank and RR will not Display anything.

Account is under Level 20 [Accounts under Level 20 cannot play Competitive Queues]
Account has never played Competitive
I probably did something wrong in the code lol
