Consider using OpenSSL 3 #6

To simplify the OQS integration, it might be worth while working with https://github.com/quictls/openssl on branch 3.0.1 in combination with https://github.com/open-quantum-safe/oqs-provider instead of the OpenSSL 1.1.1-based https://github.com/open-quantum-safe/openssl.
