fix oauth redirect

• [x] set static page at r-ladder.com to catch pseudo oob redirects from gargle
• [x] add redirect url to oauth app in google console
• [ ] test on Rstudio workbench

No, on hosted rstudio picker gets the real url not localhost so the so the flow fails. Need to use existing token

But auth in R is working with pseudo oob. %||% is only available in 4.4 though, so remove that for now.
