limit spells in config #74

idea is to disable certain spells at certain difficulties. Eg disable Teleportation or Spray at 'Easy'.

it's possible to do it right now via data file (compile different data for each difficulty).. but it's quite hellish to update. It will be great to have it in server config file.

Using datafiles system at our hat solves this problem
