There is no Spell with that title in the game. Did you mean the Manual, Gong10_LvUpEsoterica_5, of that same name?

For that manual, the CN>EN Description translation is identical in meaning. But the CN Effect Description doesn't include the bit about Spell CD: 从根本上降低法术灵气消耗, which just mentions the casting cost.

Which means that the issue is either:

• Both CN and EN descriptions are bugged (or having no basis in reality)
• The EN EffectDesc is bugged, but the descriptions are correct (not likely, as Spell CD and Qi cost are unrelated properties)
• The CN EffectDesc and the Modifier for the Manual are bugged (not including the Spell CD part)

The third option makes the most sense for me.
