It's looking at the regular config values for sugarcane growth, meaning that people in need of large amounts of sugarcane (ie: everybody using thaumcraft/ars magica) can't balance it without throwing the balance for regular crops out of balance (not to mention they'd never know to do that without looking at the source code).
