chromosome axes #126

Not sure if it's a feature or bug, but when I try to do interchromosomal with the smaller chromosome on X axis, things go haywire.

E.g. if I load a map and then type the below in the goto box:

6:142,815,068-171,115,067 2:179,399,374-207,983,082

Nothing is loaded.

In the developer tools it says juicebox.js:554 No block for 22 juicebox.js:554 No block for 23

If I hit the refresh button, the map will load, no errors in console, but chromosome 2 will be on the X axis.

I don't think we allow the smaller chromosome on the X axis, but things should not go haywire. It should flip it for you.
