There are still many places that stylesheets other than "wedgetail" are
being referenced (eg "scaffold").

Redundant stylesheets and references to them need to be removed.

Scaffold is a standard Rails stylesheet and can be safely kept.
It remains useful for some pages that non-admins don;t see,

Others can be incorporated into wedgetail.css, except for iui which is for the 
iPhone.
