Separate "Add user" and "user search" #37

Searching for users will become more painful as numbers increase. 

The current table probably should be a sortable list and separate "add" and
"search" options added rather than having the table on a page with the "add
user" link a potentially long scroll to the bottom.

Ideally (?) 3 submenu items with search or add as the default.
