Close #8254

Rationale (in descending order of persuasiveness from my point of view):

75 MP bonus for Expert & Impossible difficulties AFAIK was taken from the original game, but now it looks ridiculous, and it hardly really affects anything;
AI scouting bonus affects allied human players (because the visibility of the map is shared among the allies), which, AFAIR, was considered a problem;
AI should not have any bonuses on Normal difficulty by definition.
