@krpaulson27 @spencerpease I'm still improving some of the internal helper functions used by agg and scale functions but submitted the PR so that @krpaulson27 can use in LifetableUtils.

It'd be especially useful to get feedback on agg and scale functionality and documentation and any other tests you think should be added

One big thing I haven't figured out how to do yet is issue #8, handling unknown values
