Add `validate_pat_coverage` and its tests #57

This is related to issue #47 and original todos. validate_pat_coverage validator checks

If the pattern categories do not have overlap and gap
If the pattern cover the data lower and upper bound so that we do not extrapolate

Added tests (test_validate_pat_coverage_failure) at the end of tests/test_validator.py.
