Update to support numpy 2.0 #60

Currently numpy 2.0 breaks reticulate/conda right now. The current IHME central comp choices for reticulate setup cause arrays to error out. Possibly fix in future, but there's not much we can do do right now.

Version 1.38 of reticulate solves this I think, cluster 1.36 (7/28/24)
