Raise exception when DAG has cycle #109

Putting this out for review while the full test suite is running. It would probably be wise to pair with someone more familiar with the deployment process to ensure I've fully vetted this change.

Apologies for the chatter. I wrote a bunch of extra tests and wanted to keep the commits nicely in a line. What's here now should be a fine working version.
