Changes and notes

Fixing bugs in the calculation of emigration rates.

Verification and Testing

Ran integration tests. I also ran them with a small population and verified that the population size was relatively stable over 10 timesteps (no absurd levels of emigration).

Yep, not really reviewable at this stage -- the code that calculated these has gone through review at https://github.com/ihmeuw/vivarium_research_prl/pull/20.
