Format author names following PDB recommendations #95

Currently the author names in the ihm.citations module and as returned by ihm.Citation.from_pubmed_id are of the form Lastname AB. However the PDB recommendation looks more like Lastname, A.B.. Reformat our citations and modify those returned by the PubMed API to match.
