Update C-12.10.3 ECDIS Legend: Data quality indicator for QoBD modelling change

The requirement in S-98 Annex C doesn't match the S-52 requirement for display of CATZOC, likely because CATZOC didn't exist in S-101 when S-98 Annex C was drafted. It has since been added.	S-52	S-98

The legend should show the categoryOfZoneOfConfidenceInData sub-attribute of the zoneOfConfidence attribute of the QualityOfBathymetricData feature in order to indicate the quality of bathymetric data to the mariner.

Consider adding the following as additional/new requirements:

• When multiple temporal attributes are present in the feature:
  • If a single attribute value is valid for the selected viewing date range, it should be displayed.
  • If multiple attribute values are valid for the selected viewing date range, the worst-case value must be displayed.
• When multiple features are present (to indicate bathymetric data quality at various depths):
  • the attribute value associated with [TBD (worst-case value?)] must be displayed.
