Data Quality parameters.

There are new IMO requirements to take into account data quality and uncertainty data in S-101 when calculating distances for danger and alert hightlights. These are also being applied in retrospect to S-52 - C-12.9.7 needs updating to take these new requirements into account and should harmonise with the activity in the ENCWG on the corresponding S-52 revision.

These are still in progress with ENCWG. When they are finalised and the text for S-98 Annex C is done we need to emphasise that these are date dependent features, and make sure S-98 notes this, plus S-164 test datasets with date ranges in them exist in the test datasets. This should allow for planning across areas where there is time dependent horizontal / vertical quality. Reference DCEG changes for S-101 PT 13.
