S-101PT has discussed strategies for display of multiple languages. This will require an update to C-12.10.2

The concept to be proposed is that of a context parameter holding an ordered list of language "preferences" defined by the user. The ECDIS then displays text in the first language in that list which is available for any feature. A default language is specified using displayName=true.. this needs documentation in S-98 Annex C.

the DCEG won't be available to the ECDIS. Also need to clarify where the languages are kept (3 letter ISO codes in the S-100 schemas).
