Baseline Symbols Domain in Registry #1

Decision at HSSC14 was that further information is required before a separate Domain can be assigned for Baseline Symbology in the Portrayal Register. This issue is intended to promote further discussion.

The List of Decisions & Actions Arising from HSSC-14 asks NCWG to reconsider the need for a new domain for the Baseline Symbology and states that the “existing HYDRO domain seems appropriate for now” (see Action14/54b below). The action does not specifically request “further information,” nor does it state any basis for which NCWG should reconsider its request for a separate domain. That is, why HSSC didn’t think a new domain was required.

The HSSC-14 meeting webpage does not include meeting minutes, but states “[Final Minutes = HSSC Report to C-6].” However, the [C6-04.1A] Report of the HSSC to C-6 (see below), does not mention any discussion of the request for a new domain by NCWG. Thus, it is difficult to know what HSSC is looking for regarding any greater justification for a new domain.

How is NCWG or SBPT supposed to resolve this without knowing what HSSC's problem is?

HSSC invited the NCWG/IHO Secretariat to reconsider the need for the assignment of a domain for the symbology library in the HO Registry (existing HYDRO domain seems appropriate for the time being).

The implementation of the recommendations on the Future of the Paper Nautical Chart

As requested by Council 5 (C5/12) the HSSC and the Nautical Cartography Working Group (NCWG) has continued to work on the implementation of the recommendations given in the Future of the Paper Nautical Chart report. The NCWG has established a sub-WG (Baseline Portrayal Project Team, BSPT) to develop a Baseline Symbology aiming to support the automated production of paper charts from S-101 data. BSPT had a slight delay initially, but is in progress since December 2021. There are no other status changes on the other recommendations since C-5.

At HSSC14 quite a few Member States argued that they were not content with the recommendations given in the Future of the Paper Chart report, which was endorsed by the Council and approved by A-2 (A2/27). A varied approach might be needed to achieve better guidance on the future of the paper chart when the paper chart more and more is seen as a complementary product to ECDIS or other Electronic Chart Systems. HSSC and NCWG is of the opinion that the Chart Specification S-4 gives enough flexibility (“Must”, “Should” and “May” is stated). It should also be noted that paper charts are still being used as a primary navigation tool in many parts of the world and by several different user groups, especially outside the SOLAS market. HSSC invites the Council to discuss if an alternative approach is needed for the future of the paper chart, to be approved by A-3.
