Possible Link to ENC Support files from the datasetDiscoveryMetadata? #165

There is a Support file "link" in the example diagram from the datasetDiscoveryMetadata to a SupportFileDiscoveryMetadata. If this is possible without defining it in an attribute with its description, multiplicity, etc in Part 17 tables, can anyone elaborate if this is another internal records linking mechanism thing for an ISO Catalog file internal records ordering which S-100 could utilize? Can we use it in S-101PS as per the example for the ENC Support files as well?

Outcome of this will influence the redlines proposed in #159

That diagram is notional and doesn't correspond to the current model in Part 17. It should probably be updated.

Support file metadata can reference datasets (even if they aren't in the exchange catalog), but dataset discovery metadata can't reference support files.
