S-164_1.1/V1/2.1.1 Power Up The 4X dataset has a DataCoverage with a max scale of 22k which causes the entire dataset to load and conflict with the various 5X datasets. Either the area of the 4X DataCoverage should be compiled as a separate dataset, or the area should have it's max scale set to 1:45k. image

Agree . Another solution could be to update scamin-scamax of 5X series (scamax-scamin = 12000-22000) in order to have a continuity with the two data coverage of 4X (22000,90000 . 45000,90000)
