Include Flare Bearing values in Cell 19

At S-101PT12 on the 7th of March NIWC noted that current test datasets do not include Flare Bearing.

TDS 19 contains lights features and should be modified to include the following scenarios;

Individual lights all around with flare bearing populated for cartographic reasons.

Multiple lights in the same location with flare bearing populated to deconflict symbols, multiple scenarios should ensure that all variations dealt with by the S-52 CSP are covered.
