Provide S-102 edition 2.1.0 and 2.0.0 in Metanorma format #1

We have encoded both S-102 2.1.0 and 2.0.0 in the Metanorma format.
This PR was requested by @iho-ohi IHO Secretariat (Yong Baek) for the S-102 team.
This PR also includes a continuous integration flow (GitHub Actions) that automatically compiles and deploys the document to GitHub pages.
