ISO metadata files are support files in S-100 5.0.0 and including them in the navigation incarnation of S-102 means the Product Specification must provide for support files in exchange sets, include support file discovery metadata, define restrictions saying only the only support files allowed are ISO metadata files, etc.
PT has agreed the ISO metadata is not needed for nav uses and should be marked for inclusion in the non-nav specification. That fact implies that there will be no support files in this edition of our PS. (lhh, PT12, 13Feb2023)
When we agree on all changes for v2.2, I will mark this Issue as closed.

@AnnaWall01 Thanks for the heads up!
Because v2.2 has been published, I will close this issue. Great work everybody!
Not clear why ISO metadata is needed in a navigation product. ECDIS don't have to do anything with ISO metadata files. Consider removing ISO metadata files from S-102 2.2.0. They can be re-introduced in the non-navigation Product Specification.
