I have no comment about this suggestion.
BSH prefers a positive list. Otherwise, the implementation has to change every time the registry is updates.
A question on this issue: The US (NOAA) would like to call all navigation products as referred to a generic vertical datum called something like "US Charting Datum" instead a specific datum due to the fact we have so many specialized vertical datums used in our nautical charts (MLLW, LWRP, Columbia River Datum, Hudson River Datum, Lake Okeechobee Datum, ad nauseum). How does that work with the proposed implementation of a "positive list?" This will simplify our workflow considerably and want to know how to implement this idea in accordance with the S100 and S102 spec going forward.

In table 8 for vertical Datum it says: Numeric code from IHO GI Registry Vertical Datum attribute except
It would be better to have a positive list of values that are allowed instead of refering to a living docoment where every day new values can appear.
