Multiple Vertical Datums #90

This request contains the changes from issue #79 . The changes allow the use of multiple vertical datums within one S-102 product.

I tried to create a redline version with MS Word based on edition 3.0.0 and this proposal.

Concur with Daniel regarding keeping it simple for now, and similar to Daniel it is a similar situation in Canada where this is needed. Also concur with sharing a common QualityofBathymetryCoverage.

The processes and data at BSH don't raise such questions. We have a seamless depth model in which the most recent survey is always on top. Due to the different vertical datums, we do not need different survey metadata. We only have to convert the measured depth to a different datum. Technically, it is of course also possible to divide the QualityOfBathymetryCoverage according to the BathymetryCoverage. In order to avoid complicating the implementation unnecessarily, we did not include this because there was no practical use case.

We would appreciate it if anyone could provide us with a practical example of a corresponding use case. We will then be pleased to incorporate the changes.
