"interoperabilityIdentifier" attribute to be added to all features as applicable. To be included as optional attributes.

Hi @KMOUSQA, while reviewing the FC and making changes, I took the liberty of making draft additions of interoperabilityIdentifier into the S-129 FC (1.2.1) under the branch for #13. Please review and feel free to correct/amend. Thanks.
