Control points are being drawn with a symbol offset #25

The PC is drawing control points with a symbol offset. As the user zooms out the symbols are shown further (geographically) from the geographic position of the control point: image

Consider updating ControlPoint.xsl so that offsetX and offsetY are set to zero: image
