GML schema compliance to S-100 5.x #4

The GML schema uses older constructs. It needs to be updated to comply with S-100 Edition 5.x.

I have not looked in detail or done testing but the XSD provided by Raphael seems to align with expectations for an S-100 5.x gml schema.
