MRNs and interoperability/use #16

Within NIPWG a proposal for interoperability between product specifications has been discussed, using marine resource names (MRNs) as persistent unique identifiers on features. This would be in addition to existing portrayal interoperability levels 1 and 2 which are required in the current S-100 ECDIS.

If required, updates to S-98 may be required to specify functionality. S-100WG may then decide to mandate use of MRNs for geographic features (or otherwise)

This will be discussed at NIPWG in September and we can progress from there. The first step is to establish what (if any) actual ECDIS functionality is proposed by the original NIPWG paper.
