Presumably these are features which used to be in Base display in S-52 (or rather, the objects they converted from used to be put in base display by S-52).

So they're either

Incorrectly encoded/converted (and need to be changed and left in the cell)
Obselete encoding which is prohibited by S-101 FC (take out of cell)
They were mistakenly added to the S64 cell (take out but tell ENCWG too).
Portrayal behaviour has changed (which needs reviewing by Portrayal SubWG)

I have a list of what's in the cell and will do a run-through identifying any obvious candidates. For each feature we need to identify the S-57 combination and put them side by side.

Leave this issue open until we've completed this cell, but this probabyl also needs to be done for the Standard display cell too.

I did also check the Standard display cell and didn't notice any issues.

These two wrecks in Other should probably be in Base (although technically if you set the Safety contour to a value less than -15 they will be in Other):
