@georgejhunt is using a declutter flag/approach to generate new OSM vector tiles as of Q2 2019.
I don't know if it accepts variable input, to specify the degree of detail/clutter?
In any case: the new more spaced-out labels are arguably too sparse for library/detail-oriented users, but at the very same time for many teachers and students the new style is more approachable for introductory geography.
Let's declare victory here for IIAB 7.0, thanks to @georgejhunt's almost yearlong focus in making this decluttering possible.
(Then let's solicit ongoing feedback from geography teachers around the world during the IIAB 7.1 release cycle, to see if text labels for states/provinces/regions can be slightly improved later in due course hypothetically...)

@georgejhunt may try to change "buffers" in OSM style sheets, to improve on the style sheet he borrowed from one of the developers of http://openmaptiles.com ?
(If this is not solvable for IIAB 6.7 [target November] this can be deferred examining other workarounds/strategies for IIAB 7.0)
