If library.xml is not found in the new location in wikipedia-zim, it needs to fall back to looking in wikipedia-kiwix/library.xml.
The copy of the dataset that OLPC School Server project has will have it in the old location, and I don't want to totally break wikipedia on them when they go to integrate this week.
This can be just a temporary solution until we can get them an updated dataset.
