Extend GHA to validate the setup-gams action.

In 0963b7620e44629e88ceea1022a2112c92797c35 I found this part of the docs useful. Essentially, since this approach uses an action defined in the same repo, then it will always use the appropriate branch: main, or the branch for a PR.
