This PR updates the RTD config file to conform to their deprecation timeline.
One issue remains, though: on RTD, this project currently uses 'Use system packages' to (presumably) load some packages that it relies on. This feature is being deprecated and to replace it, the only option is adding these dependencies somewhere else. It might work for you to add them in setup.cfg, but RTD's suggestion is to explicitly pin all dependencies needed for building the docs. We have recently done so for the MESSAGE stack, see iiasa/ixmp#491 for an overview and first steps and this comment in particular for the final solution based on them.
