Investigate Sulfur emissions in newer CEDS data.

This could or should trigger a broader look at updating historical emissions, and in general harmonization, to CEDS and a newer harmonization year.

Wondering why just sulfur, and not all SLCFs and GHGs?

We are currently exploring the effects of the sulfur update on the harmonization, for the NGFS project, so that's why I was only looking into sulfur for now.
