This PR implements a number of changes that were made as part of the tricklebacks following the IPCC plenary in October 2018 to ensure consistency of the assessment notebooks with the published version of the SR15.

All notebooks now use release 1.1 of the IAMC 1.5C Scenario Explorer and Data.
