Migrate code from `message_data` #4

The (private) message_data package contains:

  1. a submodule (message_data.model.buildings.sturm) that handles invoking STURM from Python code.
  2. other code that integrates ACCESS and STURM with MESSAGE, in the specific case of the MESSAGEix-GLOBIOM global model family.

This could be migrated to the current package. (1) could and should be migrated at any time. (2) is not useful so long as there is no public version of ACCESS available, so should probably wait.
