Add nightly test of MESSAGE-MACRO calibration & run #318

As follow-up for #223. Since Scenario.add_macro is mainly intended for use with MESSAGEix-GLOBIOM Scenarios, we need a regular check that it continues to work properly for these.

Postponing to after v3.0.

Removing the milestone entirely. It can be re-added if/when the team decides to schedule/assign the work.
