This are streams of buildings, really close to the floor, sometimes I arrive
till ground level, and as you can see the streaming bar seems to be completed
and I guess... it is because when you force a refresh of the view, the only
system I know at the moment is making the view look at the ski, this way the
ViewportGlobeBounds losses the anchor with earth and it seems it restarts again
the new viewportGlobeBound or refreshes the view (i don't know exactly what it
does) when the view takes contact again with the horizon. Inmediatly (like if
it is allready streamed and just comes out) the buildings get updated like this
and everything is normal.

I've asked several coleges in this and other forums and wrote a couple of times
regarding any help in this issue. My other programmers friends thought this was
normal, and google earth is this way... sometimes it works and sometimes not,
and I do believe this decline the real quality of GE.
For 11th time and supporting with some graphical examples, can I refresh the
buildings view when I want to, without looking to the ski and turning back to
ground the view??
If not and you know how to fix it... I would advise you to change it for the
best of GE.
Thank you very much in advance and hopping some direct contact with google
crew, i could explain better if neccessary.
