Static Pages to be created for news, notices and results. #15

I have completed the work for creating the static page of "Notice & Announcement" according to design we had decided. Page for "News" and "Result" section need to be done.

Designed the page of "Notice & Announcement" as Notice Blackboard. Created the page for the News Section. Updated the News tab and disabled the Event tab on homepage.

Created the page for "Result Section" , You can see it by navigating to student portal and then clicking on result menu.

I have also updated the homepage's header with some css effect just for experimenmt.

Results data still need to be demanded. The result data to be needed in doc format. We will create the seperate text files for each course will load the data according to the selection made in select boxes .
